Dear Sir,
During the fifteen years that I have been running to this port in Command of the different steamships owned by the Ocean Steamship Co.
I have never known of irregularity in the loading off & signing on of Coolies—whether Chinese or non-Chinese. As to the matter
As to the book-keeping and cuts from men's wages I fail to see how you could do that even if you were inclined, because we bring the money from Agents or Compradore, it is not got from you. Besides we give the men their "Wages Accounts", and Chinese that have sailed under me are not the kind to submit tamely to the deduction of one cent illegally; and we should, I think, without doubt resist any such dirty dishonesty.
I am, dear Sir
Yours faithfully,
